18 Scope of the finite reconstruction

The article proves the following statements under their displayed hypotheses.

  1. Tame irreducible Weil atoms are transitive Frobenius packets induced from unramified extensions.

  2. Regular tame packets have the stated Möbius count.

  3. Finite cuspidal blocks have exact primitive central projectors.

  4. Tame tensor products satisfy the greatest common divisor and least common multiple packet formula.

  5. Tame local polynomials, conductors, and finite Gauss phases are explicit.

  6. Nondegenerate scalar projective commutators give full matrix twisted group algebras and unique finite Heisenberg representations.

  7. A declared one break Clifford datum has a choice independent radical free symplectic envelope.

  8. An equivariant symplectic isometry gives a Heisenberg bridge unique up to scalar.

  9. One generator phase removes the scalar discrepancy for a cyclic stabilizer.

  10. Odd finite Weil phases and dyadic Arf signs are multiplicative across orthogonal break packets.

  11. Matrix holonomy on a fundamental cycle basis is the exact finite gluing obstruction.

The article does not independently prove the local Langlands correspondence, simple character theory, the canonical beta extension, or universal wild companion existence. It does not construct the Galois to type symplectic isometry for an arbitrary wild atom. It does not compare all pair local factors in the wild case.
