An institution can continue to operate while becoming less answerable to the parties it affects. It can preserve a rule whose authority has expired, fund sanctions but not appeals, or treat unfinished obligations as a reason never to accept an authorized ending. None of these possibilities is excluded by persistence alone. The remaining question is therefore not simply whether a computational organization survives. It is whether the same realized organization respects the limits of its authority, supports effective correction, and can enter a specified suspension or settlement state.
