Propositions 62–70 distinguish structural acceptance, controlled approximation and sequential evidence. Exact zero-margin preservation does not supply a positive noise radius. Part VII examines that obstruction and gives strict-margin witnesses for selected perturbed families. Statistical nonrejection is not used as an upper accuracy bound.
