ZIP with its October 11 delivery records. No second download is required.

## Selected edition and scientific scope

The book edition is October 9, the accepted publication closure is October 10,
and its delivery snapshot is October 11. This freeze preserves those editions,
all seven mathematical parts, 258 editable mathematical markup files and 1,062
archived scientific source files. The manuscript retains 85 numbered records,
56 main proof bodies and six complete substantive supplement bodies. Those
overlapping inventories do not count independent discoveries.

The inherited September 6 formal contract has 56 scoped finite items, 392 theorem
declarations across 40 modules, and 66 separately audited constructions. The
392 declarations include 373 Paper VIII declarations and 19 reused foundation
results. Four classical inputs remain separate. Small-core optimality assumes
the supplied ordered thin-SVD equations and its stated compact input ranges;
it admits the stated arbitrary ambient competitors. General SVD existence,
verified numerical QR/SVD and canonical singular-values API identification are
outside that contract. No fresh Lean execution occurs in this freeze.

The accepted October 10 closure records twelve bounded replay gates, including
the actual 34-case pytest run and 43 verifier methods. Their exact, symbolic,
numerical and source checks retain their individual dates, inputs and scopes.
Overlapping checks are not summed. This freeze authenticates their records
without rerunning those gates, generators or controls.

## Verify the frozen package

After extraction, enter this root directory and run:

```sh
python3 -B scripts/verify_frozen_integrity.py --strict
```

This primary portable standard-library checker validates safe canonical paths,
duplicates, exact regular-file membership, sizes and SHA-256. It is byte-identical
to the accepted Paper VI checker, with its exact 21-control receipt and harness
retained as inherited tooling evidence. Those controls were not rerun for VIII.
The original VIII checker scripts remain unchanged; their earlier path handling
is platform-native. No native Windows execution is asserted.

For current source, navigation, reader and recorded execution/rebuild bindings:

```sh
python3 -B scripts/check_publication_consistency.py
```

That command also needs PyMuPDF. It checks source identities and recorded gate
manifests without running Lean, scientific suites or PDF builders. Use a
separate working copy and external report/output paths for other reproduction
commands. The root README.txt's 'fresh' checks describe the October 10 closure.
External compiler/Mathlib, Python/TeX tools and declared fonts remain prerequisites.
Older environment-availability statements describe their own dated events.

## Historical failures and empirical limits

The accepted closure retained a failed first Lean-guide PDF replay: lines moved
across 16 page boundaries while the complete ordered body text was conserved.
The revised pagination was reviewed and refrozen. A second isolated build then
reproduced all three final PDFs byte for byte. These failed and successful
events remain separate. No PDF rebuild is performed for this freeze.

Historical GPU observations lack complete source-array fingerprints,
correctness-reference fields and timing provenance. Recalculated historical
ratios do not supply that missing evidence. This distribution does not claim
new GPU timings, CUDA-kernel verification or a universal GPU performance result.

Three wider research targets remain open: unrestricted profitable structure
discovery, compilation with nonlocal costs and overlapping candidate models,
and an architecture-specific packet communication theorem.

## Open use and restart point

The author's confirmed open licensing is expressed with MIT for original
software/machine-readable material and CC BY 4.0 for original writing, figures
and editable writing sources. [LICENSE.md](LICENSE.md),
[LICENSE_STATUS.json](LICENSE_STATUS.json) and [LICENSES/](LICENSES/) provide
full grants, third-party exceptions and embedded-font notices. The omitted AMS
notice is supplied without changing PDF bytes. Historical original-project
no-new-license statements are superseded.

The original delivery snapshot and nested accepted ZIP are retained under
[provenance/delivery_2026-10-11/](provenance/delivery_2026-10-11/). Their older
multi-download navigation describes that snapshot; use the current index here.
An inherited zero-byte font-diagnostic PDF is preserved as a failed historical
diagnostic, separate from the three current validated readers.

Frozen 21 October 2026, America/Chicago. Actual checks retain UTC timestamps.
No fresh Lean, scientific/finite experiments, generators, control suites,
GPU/CUDA execution, TeX/PDF rebuild or whole-paper proof audit is claimed.
Next sequential freeze: PaperIX. No public website or repository was published.
